Quest Starting Location: Eastern Flarine

Quest Requirement: Level 15 Vagrant
Objective: Go find Mercenary Master Ruks in North Flarine.
Reward: 1,500 Penya and access to Phase 2.
Quest Starting Location: Northern Flarine
NPC: (Mercenary Master) Ruks
Quest Requirement: Completion of Mercenary Union.
Objective: Collect 5 Shinig Stones (dropped by Aibatts) and bring them to (Mercenary Instructor) Hyuit in Eastern Flarine.
Reward: 1,500 Penya and the Label of Technique (Required for the final stage).

Quest Requirement: Level 15 Vagrant, Label of Technique, and completion of Phases 1 & 2.
